I've heard about it several times in the past year, primarily that it's going to outclass Bittorrent eventually. But it seems I'd need an entirely new ISP or something to use it? What exactly is it, and how does one access it? If it makes any difference, I'm using Optimum Online.

Usenet aka newsgroups use the nntp protocol as opposed to the http protocol. ISPs and dedicated Usenet service providors set up their own news servers. Users post messages to their own news server and the Usenet servers will automatically synchronise their contents with each other periodically.
That's basically the gist of it but the usual main benefit is that your ISP's news server is local to you so you're likely to max out your downlink grabbing stuff from almost no uploading done by you. Unfortunately due to the way Usenet works, you're not guaranteed to get all parts of a multi-part file and your ISP may limit what type of groups you can subscribe to.

For using Usenet to download various oddities, you should check you should check out NewsBin [ http://www.newsbin.com/ ]. Optimum Online has their server at news.optonline.net . I can also tell you that they do not let you download at the maximum speed they can, capping you off at about 120 KiB/s.
