2 GHz processor, GeForce 6xxx, integrated sound (don't spend extra money on a sound card), 17" CRT screen, real keyboard (avoid "multimedia" crap), quality speakers (avoid tiny satellites or huge subwoofers with sub-par quality for anything that's not crap music).

Athlon 64 Processors have tested out the best for gameing
At least 512 Ram
Minimum 120 GB Serial ATA Hard drive
GeForce 6600 GT or better graphics
onboard sound is ok
Some sort of hi speed(48x CD or 16x DVD) drive
A decent 450 watt powersupply

Right, I'd get an Athlon 64 if I were to buy a new processor. Right now I think Athlon XP 2000+ and over or Pentium 4s over 2000 are great for gaming (at least with my GeForce 6800).
512 MB RAM would be a bare minimum. I forgot to say this, but I'd get about 768 MB just in case, especially if you plan on running the newer Windows OSes with all that good-for-nothing bloatware.

I wouldnt go for the Athlon XP line anymore. The problem is that the XP line of processors really cant deliver the bandwith needed for the more advanced graphics cards. So instead of haveing the bottleneck be on the graphics subsystem it moves to be a cpu limited system. And it has essentially been discontinued by AMD. If you want to go the cheap route, then i suggest that you got for one of the socket 754 semprons. they are basically athlon xp chips with the integated memory controller and soon they will add 64 bit instructions to the chip.
If you have to go with an XP chip, a 2500+ or better would be the minimum. Anyting other than the barton core isnt what you would want in a gaming system for the XP line.
