I would say BersIRC for Windows but I really prefer irssi for unix. Once you try that you can't get away :(

I dunno I use ksirc. It came with KDE. It's not uber but it does the job. I don't chat enough to bother finding the ideal client... which for me would probably run from the console.

X-Chat 2 is "officially" shareware, but you don't have to register and the app will never tell you to do so (unlike new mirc versions which quit bugging you).
