What happened to Fumihiko Shimo?
Why doesn't he work with KyoAni anymore?

I wouldn't care if it's someone else but Shimo worked on many KyoAni shows and seemed to be friend with Takemoto.
He even wrote an LN for KyoAni.

What you probably meant to say is, Takahata is never involved with the drawings past the storyboards phase. And he actually storyboarded for Kaguyahime.

Takahata doesn't really storyboard his films. He lays down very basic continuity drawings (like the one posted) but the actual storyboard from which the animators will draw the layouts are drawn by a hand-picked storyboard man. Tanabe did Kaguyahime and the second half of Yamadas, Momose did Only Yesterday and Grave as well as the first half of Yamadas, Toshitsugi Saida did Gauche the Cellist, etc.

Maybe he boarded (as in actually provided the final SB) the TV episodes he's credited as boarding, but maybe an animator from the studio did, I'm not sure about this.
