It actually has a lot of big name animators contribute in specific episodes, but outside of those episodes, the show has really low budget animation. The DVDs kinda fixed some of the more atrocious animation(I've seen comparison images between TV and DVD versions and my god the TV animation is terrible), but even with the fixes it still leaves something to desired for.
Out of like 39 episodes, only about 5-7 have good "sakuga" animation.
Though episode 13 is extremely recommended, great character, mecha and effects animation all round with good direction.

I dunno if it's just sakuga wiki users liking the fact that there were specific episodes with really good animation. Oh and I can't forget the 2nd OP by Bari with some of Kanada's final TV animation. Perhaps the Kanada link is what persuaded them to keep it as a recommended show? I don't know.
