Here in Germany some horror books for teens have some "age restrictions", but I'm pretty sure that's more a recommendation than actual law.
I guess these age restrictions of books are rare, because there are no images and if a kid reads about some kind of horrible death it probably can't imagine that by himself, so it's not as dangerous as seeing and actual X-Rated horrormovie or something.
