I can't find this short story anywhere nor can I recall the author. From what I can recall it is about an isolated island for inmates that must put their arms into a machine to be tattooed and eventually killed by the same machine. It was my favorite short story from highschool and I'd like to write a song about it.

Actually it was called In The Penal Settlement in my translation. It's definately the book you'r thinking of OP.

Read it a few weeks ago, terrific story, one of Kafka's better works.

It's not just his arms though, his entire body is put into the machine to be "tattooed" to death. Modern torture porn hasn't got shit on Kafka.
