Looking for the name of this book/story

is there's this old sea captain who has a really old ship and the government or whatever has deemed that the ship needs to be sunk because its no longer useful
so this young man comes to tell the cap'n that the ship needs to be sunk
and somehow involved with all this is the captain's lost daughter
who has a really nice voice
and the young man knows the girl is the captain's daughter and asks her to sing outside his window for him
and then the captain gets all emotional and goes out to sea in his ship
and basically commits suicide,he sinks the ship himself
