I can't remember the name of that science fiction short story set in a dystopian future, where all talented humans are forced to wear machines which fuck with their talents, in order to be fair to the rest of humanity. Agile people are forced to wear a ball and chain, and intelligent people are forced to wear headphones that make horrible screeching sounds to interrupt their thoughts. What was it called, again?
