How's your memory?

There's this short story I can't remember the name of and I can't remember where I read it. Might have been in school, maybe the library, regardless it's screwin with me big time.

Here's what I know:
It was about a village of magic users i believe, but they were surrounded by a great wall they could not pass. The had broomsticks but they only went so high. However one of the villagers develops a plane of sorts and flies it to the top. I think it's supposed to be a "Technology vs. mysticism" thing. Either way he ends up crashing on the top of the wall.

That's all i remember. I read it maybe 8 years ago. Can anyone help me?
