Is that Hideaki Anno talking or the role he had in that film though? Because that's contradictory to how Anno is described in other sources, which is a control freak, even to the point of personally correcting the drawings he doesn't like just like Miyazaki.
I think it mainly depends on the director and not on the storyboard.
Detailed storyboards are helpful but they don't block the animators creativity or improvement.

He has mentioned it many time that animators suck these days.
That they are all social retards with anxiety issues that they need to go out and understand more than just drawing.
Obari considers the storyboard the blueprint of what will appear on the screen. So he draws it detailed enough that in the worst case scenario the storyboard panel can be used as a rough layout for the animator. He also likes to add instructions on how the shadows and shading should be drawn for that particular scene. He also mentions that when working with more talented animators, he can can get away with a simpler board (as they are talented enough to do their own layouts and so forth)
With the direction they're headed, the management has probably realized that there is little reason to spend so much effort on a TV series.
I'll just sit here, rewatching Nichijou and Hyouka.

Chuu2 looked pretty good, Tamako looked weak compared to their other recent series but still above average for TV anime.

I wouldn't say ugly, but it has that digital look reminiscent of Fate/Zero and KnK that I'm not really fond of.

Chuu2Koi was pretty good looking and it had a bunch of amazing cuts. The effects during the delusions were a bit overdone, but it was part of the silliness of those scenes.

Speaking of digital animation, why haven't other people emulated Kou Yoshinari's post-processing style? It's nice to see people trying different visuals using digital animation, the technology should be taken advantage of.
Too tedious maybe? Some people probably just want to draw/animate and not bother with that or they aren't skilled enough.
There were a few frames in MJP's first episode that pretty much do the reverse. One of the mecha zips by close to the camera and if you pause right there, you can see what seems to be a smear probably done in PS or AE. I've never touched the latter though so I'm not sure.

Chuu2, Tamako, and the Free PV are all a regression towards early digital composition and color design, with a garishly bright palette. It's pretty astonishing how suddenly KyoAni seemingly lost their artistic pride after reaching the height of digital work in Hyouka.
