Ways to cause a complete collapse of the Sibyl System in five days?

Let's see. Masks obviously didn't work. But I think a large collection of events could cause enough internal stress in Sybil for the lazy bureaucracy to at least implement a military system. In fact, how does Sybil protect itself? If ten people suddenly decided to pick up assault rifles, then the entirety of Sybil is jeopardized. What are they gonna do, send a bunch of old grandma androids with guns against the insurgents?

I assume that in 2113 Japan assault rifles are too hard to obtain for this to be a problem. Up to now we have only seen the rich hunter guy's shotgun and Masaoka's old gun for conventional guns, and neither of those are even assault rifles. If there was still a way to somewhat easily get some form of conventional gun in Psycho Pass, we probably would have seen at least one show up during the helmet riots/attack on Nona Tower.
