Depends on the studio I think. Some still do traditional inbetweens, which you can find bundles of on yahoo auctions, others use digital inbetweens.

I think western animated films are generally more lively than Japanese film in term of character acting.

But Japanese directors tend to use more "low key" acting than their western counterpart even in life action movies, so I can't say that western animators are better.

One thing that Japan is really good at is creating interesting layouts.
