Seeking anime

I was hopeing if you could help me find an anime i saw from some year ago, unfortanely i cant remember much of it except these small things:

I remember there is somekind of profesor that have created some monster on an island which is driven by his heart (the professors) while he is alive still cause some machine heart or something.

I also remember there is this shark human thingy that is a "leader" or something of some sirens that is also created by this professor thing and the shark human thing says that it the professor is her father or something like that

also there is this boy that lives in a skyscraper that is in the sea so he only lives on the top floor or so cause the rest is under water, and i THINK he have a dog or something im not to sure about that thought.

REALLY hope you guys can help me i have been looking for this serie for some years now
