I need the name of this horror manga that was a collection of short stories. One of the notable ones was about a little boy who took out a telescope at night and saw a masked man crawling outside a building. The story ended with something like "Since then...he started coming here too." Help please?

Collection of short horror manga stories? Do you happen to know if it was made by Kazuo Umezu? If not, maybe something from the Hino Horror series? Those are your two best bets in terms of horror manga, since Kazuo Umezu and Hideshi Hino are the two most prolific authors in the genre. (Esp. for short stories)
Was this licensed in the U.S. or scanlated? Do you remember what the art style looked like?
