neko is a cat
-san is a suffix denoting something similar to Mr or Mrs in English.
-chan is a familar of -san.
-tan is -chan pronounced by a very young (say, <4 years old) Japanese female.
So nekotan is "Mrs Kitty" but only if spoken by a four-year-old.
