It's actually pretty difficult, because most people who cosplay don't masturbate to anime, and some of the people who work for the industry don't necessarily think everything from Japan is cool; so the levels are not cumulative. Therefore, Level 7 doesn't mean you do what is covered by Level 6, but it means most people would think you're worse than people at lower levels.

Hmm, I have to disagree. I've seen people cosplaying who don't watch anime in a daily basis. My cousin cosplayed for one anime con last year and she probably has seen four or five series ( Nana, Naruto, Detective Conan and a couple more ). And she loves taking pictures of the cosplayers.
On the other side we have the classical fat sweaty 2ch otaku guy who wouldn't even dare to go outside, and I consider them higher on the list than the cosplayers who just want to have fun.
I'd just say anime cons are the most accepted form of interacting with anime and manga. They're probably the lower entries in any power level list.
