it's most likely a tacit arrangement, whereby people know what goes where without rules or direction.

for instance, GameFAQs has two anime boards - their explanation: STUFF ON TV, underground weeaboo stuff like haruhi.

As far as I know -- the nov, may and jun boards are for exactly the same things :) I guess differences have evolved since their births though.
