That's bullshit. The difference is simply that in the American entertainment industry, the focus is more on live-action, leading to dubs having low budgets and therefore shitty voice-actors. There
are quite a few good American dubs and actors capable of expressing emotion, just look at The Simpsons, or other big-budget dubs with actors like Patrick Stewart and whatnot. Not to mention all the live-action shows.
Also, I think that many Mexican and German dubs of anime are very good, sometimes even better than the Japanese versions.
