the dumb people of anime shows

does anybody noticed that there is always a stupid character in every anime show?like in vadread there is dita and in tenchi muyo there are a lot like mihoshi and ect. i was just thinking if anyone knew other characters like that =_=

A lot of times they are black.

It's called "comic relief."  It isn't restricted to anime.
