Manga licensing

While licensing established companies for localization is normal, why not localize anthologies?  You'd have a greater variety of stories, some independent or less recognized, coupled with well known titles.  The only problem is how do you pay each author, or is the publishing company as a whole that gets paid for all its stories to be used.  This might work for adult manga, as the publisher is more of an entity than hundreds of individual artists.

raijin, probably the anthology with the most variety, died :(
