Economics of Hentai

Over 80% of Japan's GDP is from Hentai and Hentai related products.  How should the situation be improved in the US to allow greater distribution and awareness of Hentai media in all major convenience stores, newstands, and book stores when most of it is bootlegged or pirated for free anyway?
