Step two, rich drug lords become more powerful than law enforcement and corrupt government at all levels. Step three, concern over Mexican situation at the US border brings public opinion to demand something be done. Step four, triggering incident of some kind gives US government rationale to send troops to Mexico and occupy it. Step five, US is bigger.
