What it really is that a lot of people voted politically, like the Balklands voting for each other, etc - but when they'd voted for their favourite political country, they voted for their favourite music.
Think: everyone who was sick of teeny pop and 70s euro-dance would have voted for Finland, if nothing for a laugh: UK gave Finland a 12, as did many other countries not close to them.
