They aren't picking a fight. They are just saying that they are ready in case one comes to their doorstep. May have to do with their neigboring country being invaded by people that think that declarations of ability to defend ones self = I wanna fight, god.

the article states they are testing out counter measures and new technologys incase their country gets invaded
