Actually, no. While the government is far, far better armed than the general population, the general population far, far outnumbers the military. Even so, if enough people took up armed rebellion against the government, how long do you think the military would stay on the government's side? Do you really think the military would continue to obey orders when those orders are to fire on their own countrymen? Their own friends? Their own families? They might for a little while, but eventually they too would turn against the government. Any large-scale coup by a large enough group of comitted civilians has only one inevitable outcome: success.
