In England, what is the risk of getting caught watching TV without a licence?

Chances of getting caught are as high or low as your actions. You might just get warning letters each month, but once you get a notice, an enforcement officer will come visit and ask to see if your TV can receive any broadcasts.

If you're a student, it's likely the officer will let you off with a warning to apply for the TV license. This is because some students, especially overseas students, don't know about the TV license.

The TV license is some ridiculous law in the UK. You need to have a license just to watch TV. Color TV costs 121 GBP ($227), Black & White TV costs 40.50 GBP ($76).

What makes this law so ridiculous is: not only do you have to pay for the license every year but you need a license for each TV in your home. Example: If you have two TVs, you'll have to buy two licenses.

If you don't have a TV, you still need a license if you have a TV card tuner in your PC. The law says anything that can receive TV broadcasts requires a TV license.
