Help on faking the date of a webpage

I want to make a website that not only looks old (around y2000) but I also want to make sure that  the somewhat experienced user would believe it's from that time.

Other than "the looks", what else should I look for?
Until now, I've got this:

*I've build the site on HTML 3.1 alone. Site is simple, so no flashy extra features.
*I DONT use PNG format since it was under development at the time.
*I'm hosting the site on an unkown Hindi company (maybe I should host it at home?)

Anything else I'm missing?
Let's see if this board is other than bots spamming advertisement links.

Is it enough by just modifying the webpage document date or do I need to manipulate the hosting server date or info?

make sure you use ONLY tables for the entire page format. Also, when writing the HTML, use all caps for tags <P>Like this</P>
