Which would be more efficient?(performance/money wise)

2. Is there a way to setup a server(like this one: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=120517638553) for use as a normal PC?, if you know what I mean.

1. Why just one? (well, ok, money.)
Assuming you intend to toss moving-parts HDs:
SSD for OS startup files & any kind of permanent storage (like downloads), ramdrive for as much else as practical. Avoid using SSD for swap- and temp-files (obviously).
