What language to learn?

I don't want to create games or nifty applications to publish on the web.

I just wanna learn something to make server management easier via applications I create. Things like launching applications if they're not running, restarting Apache if a configuration file is changed &c.

I'm a Windows Server guy, so keep that in mind.

Python is always a good choice.
I use Unix Shell Scripting for the tasks you mentioned. For Windows, you might look into JScript.
