An engineering problem: USB

"scratch build a USB/console controller plug; drivers.  Hardware + software"

How would you go about engineering such a thing, for the fun of it, to play the associated ROMs, if you were so inclined?  Are there good prior examples?

I think all of the USB technology on the market constitutes an alright prior example.
