How to get a shock?

What is the best way to get a small shock? I noticed that sometimes when i'm driving a car and wearng a sweater, when i come out of the car and close my door, i get a small shock. I want to know is there any safe way to get a small shock? Like rubbing a balloon on your hair?

put your fingers across the prongs of a plug... okay not exactly small on the possible amperage but it's small on the voltage
