How the fuck does it work?

Say you buy some handheld gps device, do you have to pay anything to get signals, like a cellphone, or is it free?

Does it work everywhere in the world? How good is the update rate? And doesn't it eat battery power like hell?

GPS can come in mobiles aswell, and downloading software for cellphones is simple, so maps shouldn't be that hard I'd think. If the non-cellphone devices work like cellphones, meaning that you plug it into your computer and insert some program, it shouldn't be hard to pirate that either.
