What kind of CAD are you talking about? Do you mean one that you can use to make a model of a house? or one that you can design circut boards with?
I don't think that there is an industry standard. Or if there is, then it would depend on which specific industry you go into.

im talking about a general technical design/drafting program, but more specifically, mechanical engineering - anything from bolts to robots

The industry standard is Autocad for making plans for anything.
period. There's an Autodesk product for designing/making plans for any and everything, no other cad programs compare.
Thus everyone uses Autocad, thus it is the industry standard.
