After the first week of school, I'm eager to put this t3 line to the test by downloading some hueg files/torrents/whatever. Problem is, there seems to be a firewall limiting my access to everything p2p. I can connect to peers on my torrent program but I can't download anything. Games work fine though. Any suggestions for a non computer science major?

WTF? T3 is slow as hell, also, you won't even be getting close to 100% of the bandwidth.
The ports Bittorrent uses for data are probabl blocked. Switch ports (Azureus for example supports this). Also, you will only be able to have passive connections, this is normal when behind a firewall.
If there's a firewall, it has to be documented. Read how it works.
