I think he meant is it true that from the frame of reference of the light, no time passes, and so a journey from, say, a light source in a distant star to your eye, though from our frame of reference it takes millions of years, from the frame of reference of the light the journey is instantaneous.
I have heard this several times, however I don't know if it true or not. But light cones refer to light traveling through time in OUR frame of reference, not that of the light.
