Well, I would have to say false based on my own mathemtical understandings as -1 and 1 have a tolerance of 2 as their is two movements towards or from either. Your truth table keeps these two items seperate, but in your equation you have them combined. Seperate they are 1, correct! But them together and you have 2, as in -1, 0, 1. See? There is plenty of room for speculation, and this is where most get confused. How can we both be right and both be wrong at the same time or altogether? It's a matter of elementary relativity. There are five points of view at work here: mine, yours, third-party, 1 = ± 1, and 1 = 1 and 1 = -1. When there is no motive operandi than the final statement is true, when there is movement operandi between two points there is tolerance, and between the primary view points there are a lot of potentially pissed off individuals. Also, think of Vectors possibly? 50> |200| <150 |50| = 50 and |100| = 100. And if you want to do ratios; 5> |20| <15. Of course the symbols I use here are directional and inertial symbols not actual mathematic symbols. But what about this simple idea

How does this work? What is supporting that 1's ability to produce a tolerance of 41? We as human individuals are 1 in and of ourselves. But what makes up us? That means that the above idea is correct, but only as a postulated hypothesis. Actual forms of understanding need to come from the compilation of all scientific arts and mathematics into one culminative equation and thus you shall have life.
