I figure that you have the problem defined. When urushiols get on clothing and hands, the clothing and hands become a staged transmission vector for some time. In the span of about 4 hours, you're fairly certain to use the toilet, and that's when a high chance of contamination occurs to the genitals or buttocks. Keeping the same clothing on will happen for at least the rest of the day, on average, and further spreading can occur to the hands even if they're washed, even if washed frequently, since they will tend to brush against your clothing.
The next time I contracted poison ivy or oak, that's
exactly what happened to me. I got a bit on my wang (as you're right, it wasn't as severe as the exposure on my arms) since I used the toilet within a few hours of my exposure to the urushiols along a riverbank.
