Human Laws Concerning Time Travel

Assuming time travel is possible, if there was a law against unrestricted time travel, are people who are time traveling before the law was passed breaking that law although they had no idea of it because it was passed in the future?

But what happens if the law is repealed and you get pulled over by a quota-filling timecop from before legalization?
