No, read the wikipedia page on it and you will get the basic idea.

White holes are as of yet, not found, however the amazing general relativity equations predict their existence. (Through the fact that one of the solutions has a negative square root while the positive root is a black hole.)

In short, yeah, but no at the same time.  They don't necessarily shoot out matter, but hypothetically they would repel matter.
