Its misleading. You assume the POWER chips are run at full load 24/7.
 At idle or low load these systems draw more than amd64 and much more than ARM.
Most systems aren't engaged at calculations every second, they have sporadic, random bursts of activity.
The datacenter which runs ARM servers would save a lot of cash every single day, just because of this fact.
