The process can be scripted. It doesn't take a long time to find a working proxy. Plus, if you only make a few posts a day, there's less effort to expend. Are you saying the spammer is too stupid to scrape and test proxies? Or too lazy to do it, despite all the effort he put into spamming /prog/ with his university's network?
