Some idiot didn't read the fucking manual where it EXPLICITLY TELLS YOU THIS MAY HAPPEN and now it's all over the bloody media:

Here in the office we have a document with all the 'e's replaced by 'o's posted above the scanner. We knew this a long time ago, to the compressor there's no difference at all between the pixels representing a 6 and an 8 and those representing blank space with some noise.

tl;dr: lossy compression is lossy, who knew?
