Offering Unsolicited Programming Service

I've noticed that many websites in the Neo-Nazi community have horrible website design. I'd like to help change that, and present a more professional image for the KKK and Skinhead movements, but I don't know how to offer. These people undoubtedly receive offers by agent provocateurs all the time, and must be weary of anything that sounds too good to be true. How can I approach these people to offer my help?

In general a honest neo-Nazi cant be a Jew, while a Jewish convert to Christianity can be a KKK member.
