So here's my idea for a crypto-currency. First of all, mining sucks. It's a risky investment for overpowered hardware that needlessly wastes electricity. Let's instead create a currency where all the monies are initially allocated to me, whereby I spread them to community in exchange for goods and services. Therefore, you can either buy them from me, sell things to me, buy my groceries on the Shabbat, etc.
it's probably just checking if the binary length of the utf-8 windows format string is > 10001. If that's true then certain unicode characters are more expensive than others.
