Google can DDoS?

Google has "Search by image", which takes source image from supplied URL. And other sites, like vk.com, access any URL you supply them.

Can all these services be leveraged for DDoS purposes?

Back in the old days yes, but now must of the content you visit a google is cached, so no. Mirror servers, now that is another matter.

For example, Google may replace each populat site one-by-one with their own alternatives or force you move your site into their cloud hosting (just because it is already there).

The web existed before Google did. Web hosting existed before Google Cloud. I only use Google to find things that I didn't know before. If you go to /g/ and ask a question, people will normally link directly to a web page rather than a Google query.
