What is this board for?

What exactly is this board for? A response from a mod clearing things up would be super fine. It seems like everytime I post here I get redirected somewhere else, when clearly it pertains to programming.

If I want to discuss computers? Redirected to /g/. If I want to discuss famous programmers or projects? Redirected to /b/. If I want to discuss learning how to program? Redirected to SICP. It seems like all that is posted here is what I would have guessed is off topic (and which clearly belongs in /pol/ or /b/), and Lisp memes.
