Throttling connections

I've been working on a video streaming site for use with some friends and the occasional bunch of randoms I will bring in. Previously there was an issue where my server would not give out proper speeds because the data center was shit, I have migrated to a new host that now gives out proper speeds.

I haven't ran into this issue yet, but eventually when I have several people using my website the upload my server has(100mbps) will be full utilized which could in turn affect other people watching.

What ways are there for throttling speeds on a linux server?  I would prefer if I could throttle from within the PHP/HTML5 video script so I could make sure just a little above bare speeds that are needed are given.
