If they did, would it be like aid to Africa and NK where the leaders take it all while the people still starve?
The israeli have enough military and organizational skills to take care of the distribution as well.
How would you prevent it from being like the US `rebuilding' attempts where various factions see those who accept help as collaborators and attack them?
If they fear for their safety, I suppose you can station some guards at their request. I doubt palestinians are in the mood for kill each other.
Also consider that one of the easiest ways to stay in power as a despot is to had a perpetual enemy. There are some on both sides that have a lot to lose by achieving peace.
That is indeed the biggest problem. Peace is not wanted by the leaders of either side (as well as the military-industrial complex, etc.), which makes things, well, very difficult.
