I totally expect 3D printers to be very heavily regulated with permits in the tens of thousands of dollars because of this plastic gun thing. Such a move will benefit large manufacturers and destroy any possibility of innovation in this space, since if such a permit were to be made into existence, it will be made certain from lobbying that the permit cost is high (prohibitive cost of entry into the market to keep new competitors out) and that permit holders can sublicense to small design firms after those firms sign all their shit away. Building and operating even a RepRap will be subject to fines.

First of all, Israel has a fucktarded government anyway.  Every statement they make should be taken with a large grain of salt.

Second of all, the solution is very, very simple: check gun permits on bullet purchases.  Guns, plastic or not, are quite useless without bullets.

Also, buying a 3d printer to make a gun is likely more expensive than making a gun by welding together metal parts (and hoping it doesn't blow up in your face when you fire).
